This flanged sleeve bushing supports the top cowling locking handle where it pivots in the bottom cowling latch bracket.

It works with the wave washer, spring, and handle assembly to keep the latch moving smoothly, so it is a useful Parsun outboard part when the cowling lock develops play or rough movement.
