F20-01030004 is the adjusting handle used in the steering friction assembly on Parsun F20A and F20AEFI outboard motors.
The owner manual describes this control as the handle the operator turns clockwise or counterclockwise to increase or decrease steering friction, allowing the tiller control to hold the preferred running position with the desired resistance.
