F2.6-04070003 is the thrust washer used in the recoil starter assembly on Parsun F2.6 outboard motors.
The service manual places it in the starter stack between the rope-side components and the volute spring area, where it provides the bearing and wear surface needed for smooth sheave drum operation in the manual starter mechanism.
